What is the key theme of chapter 1? What are some of the key points that you feel were important in chapter 1?

The key theme for chapter 1 is what defines a CIO.
A key point that I thought was important is that of how the CIO role has changed over the years. Another key point is the author’s analysis of to whom the CIO reports to and how that correlates to the percentage of revenue spent on IT.
